User administrator does not see the user passwords for new users?

Hello,

first, we are aware of this:

Customer is creating users as user administrator and he cannot see the temporary passwords created to new users. He can use other admin roles (he has them) but he would like to use the user admin to add users. Is this by design that if user admin is creating users, they cannot see the passwords or is the curren identity service degrade event  IS2792 affecting this?
