Inbox won't update

I have a user that has an inbox that will not 100% synchronize nor will it auto-update.  She is runningg Windows 7 64 bit with Outlook 2010.  We are using Office 365 as for email.  When I first connect her client to her Office 365 server, it appears to begin updating but it never fully updates.  She also has to restart her Outlook client in order to receive her newest emails.  I have deleted her .ost and her profile and recreated them both with the same results.
