Inbox rule not redirecting mail

I have created a rule to redirect mail from my Inbox to another internal users mailbox. The rule appears to have been accepted by Office 365 (see below) but the redirection isn't happening and test messages are only arriving in my Inbox, not my colleague's.

Is there something else that I need to do?
