Outlook Sync Issues

I have a user who is having problems with her email.  Upon opening Outlook, new email is downloaded.  A few minutes later no new email comes in.  Outlook has to be restarted and then new email will come in.  A few minutes later, no new email will come in.  Repeat the restart process over and over again every few minutes to continue to receive new email..


I created a new mail profile and the problem persisted.  I also noticed that Outlook would say there is 3.99 GB of data left to download for the Inbox.  This would go down over several minutes to hours but would eventually hang up and stop downloading.  Upon restarting Outlook the download would start all over at 3.99 GB.  Like before, new emails would come in when Outlook restarted but would stop coming into until Outlook was shutdown and re-opened. 


I've seen several threads of this issue posted with no resolution.  Some suggested disabling Cached Mode.  I am using that mode right now but it's not really an acceptable solution long-term.


I am using Windows 7 Professional SP1 with Office 2010 (32 bit) SP1 installed.  I have re-installed Windows from scratch and the problem continues still.


Any thoughts?
