Assigning email as "not junk" does not work.

I continually have to retrieve email from my junk folder even though I repeatedly mark it as "not junk" and have the same email address designated as safe. After the first time, I even get a message saying that the good email address cannot be put into the safe category since it is already there.Yet the next message from that address goes into Junk. The process repeats ad infinitum. How can I get this to behave correctly please?
