E-mail send to Distribution Group and User Precedence Issue.

We recently moved from on-premise to Exchange Online and started to notice a weird issue with distribution groups. Here is what we are seeing:

 

Previous Scenario with On-Premise:

  • UserA is part of distribution group “Support”. UserA has a redirection rule that will move all e-mails sent to the distribution group “Support” to the support folder.
  • If an e-mail is sent to distribution group “Support” and UserA is CC’ed in the e-mail, UserA would get two e-mails, one into his normal inbox, and one into the support folder as a result of the rule. This is the desired scenario.

New Scenario with Exchange Online:

  • UserA is part of distribution group “Support”. UserA has a redirection rule that will move all e-mails sent to the distribution group “Support” to the support folder.
  • If an e-mail is sent to distribution group “Support” and UserA is CC’ed in the e-mail, it appears Exchange Online is ignoring the CC and is instead using the distribution group for processing. As a result, UserA is only receiving a single e-mail that gets redirected to the support folder.

Has anybody seen this issue before? Any feedback would be greatly appreciated.
