Blocked email

I have a Office 365 user that is using Plan P1. A sender is trying to send him email and it never arrives. It also never sends back a bounce back. I added the user and the domain,(just in case) to the safe senders list. It worked for a short period and then started being blocked again. I can not figure out how to access FOPE in his particular admin console.

 

It is not an option on the overview page, under exchange. Can someone give me some guidance please.
