Outlook slow and freezes when creating initial local .pst on desktop

Hi,

It has been over 5 days since migration of one of the user and the outlook freezes and has not complete downloading the copy of mailbox from 365 server.  Any suggestions?

I have already installed Microsoft Single Sign-On, Office SP1 update and removed the old .pst and settings from the users computer.
