Why use personal archive instead of legal hold?

If you have an Exchange Online mailbox, and if you want a method to keep emails for a specified period (say 7 years) after the user has left the organisation, why would you NOT use legal hold instead of a personal archive to achieve this? (assuming you are licenced for legal hold and assuming the additional storage with a personal archive is not of value).
