Mail not being received from external source; blocklist 3 the cause based on IP

Hi there,


We've recently moved onto Office 365 (E3 plan) and one of our clients has reported receiving bounce backs from us saying that his IP address is banned by Blocklist 3. Our needs are simple:


1) We need to understand why it was banned; where can I view Blocklist 3 and which spam list it sources its IPs from? 

2) Can we whitelist this IP for our organisation so that it now comes through to us?

3) Is there a way of configuring the service so that users can check what mail has been blocked/filtered?


Apparently his IP address is that of his hosting provider. Ideally I'd like to get the IP removed from the list but understand from other questions on here that IPs can just get re-added. I am concerned he's not the only person to have this problem so would like to see what has been filtered, but logging into the FOPE system it's not easy to see how I can find this information out.


If you need any further information please let me know.
